Liz Rubin, MPA

Senior Consultant, Healthcare Economics & Strategy

Liz Rubin helps health organizations turn complex data into actionable insights. With more than 20 years as a Health Economist in analytics leadership at Blue Cross Blue Shield plans, including Horizon BCBS of New Jersey and Empire BCBS, she knows how payers analyze, price, and decide, and she is using that insight to strengthen providers’ positions at the table.

At Ace, Liz provides consultative payer contract support for specialty practices. Her work includes rate modeling on tens of thousands of claim lines, Medicare and competitor benchmarking, multi-year revenue projections, and site-of-service and value-based scenario analysis. She builds the evidence behind each ask and the materials that make it persuasive.

Earlier in her career, Liz led a COVID-19 Insights platform from concept to launch in weeks, with cross functional user adoption. She managed matrix teams of 50+ across advanced analytics and data engineers, and she supported the data-analytic needs for more than $10B in annual health plan operations, particularly focused on care management, clinical, network and value-based strategy. She has been a long-time member of the BCBSA’s National Measurement Operations Group, has published in peer-reviewed journals, and was named one of DiversityMBA Magazine’s Top 100 Executives in the Nation under Age 50.

Liz holds an MPA in Applied Economics from Columbia University and a BA in International Studies from Emory University. She is based in Bergen County, New Jersey.
